After adding muffstick to sera's shop (galomax isn't there for some reason but I don't mind that so much), every other shop in the game is now sera's inventory.
EDIT: After a couple crashes, Kazra is now Lessau. Whatever the fuck is supposed to check shop inventory is broken.
EDIT 2: I found out what causes the bug: If you use G to back out of the shop menu, every shop will be that shop until you use the actual button in the game or reload the entire change
