Blue Potion penis length gain does not match with description, if you drink it during the "intro"
Without "Well Hung -perk" lenght gain is between 1 to 3 inches, when description says 2 to 3.
With "Well Hung -perk" lenght gain is between 1.5 to 4.5 inches, when description says 4 to 5.
I did 25 tests each (with and without well hung perk).
But, if you save potion 'till intro is over and drink it after you wake up, potion works like [Blue Egg + Turgid Mushroom] = description length matches to what you get.
