[0.5.19] Willpower bar will not appear after tutorial, teasing damages health instead. (Solved)

(This is my first post, please excuse any errors)
This is a bug that I've found basically just now, and I'm not sure if anyone else has. Basically, the blue bar beside your health bar does not appear after the tutorial, and enemies that tease you don't deal damage to that blue bar, but directly to your health, which isn't supposed to happen after the tutorial. I've tried loading an earlier save, fully restarting the game, deleting cookies/cache. Nothing's worked.

Resolve was removed as a separate health bar a few month ago, you shouldn't have a blue bar in the tutorial either. You can find more information here.
