As far as I understand, Zhara is meant to appear with the harpy bandits once the PC is level 3. I am now level 6, and still haven't seen her.

She just showed up in the Frosthound with her chick. Either that's a bug as well, or, more likely, my shit memory is even worse than even I thought, and she has appeared, and just hasn't been part of the Foothills battles because of the pregnancy.
