With a new save, I first did the Temple of Sin event and discussed Redemption with Kasyrra, acquiring the Redemption side quest. I was at Quest Stage 2, as I had finished Harboring a Fugitive but not yet Winter Wolf. However, when I went down into the Abyssal Depths and collected Tollus's second set of notes, it didn't progress to the next Quest Stage.
(Possibly relevant, this character also told Kasyrra they weren't giving her their soul, so they're no longer Romantic with the demonqueen.)
