[0.4.17] Elthara leaving Wayfort inconsistency

The message that tells the player that they've missed Elthara usually also has her missing on the Wayfort tile she stands on. In this instance Elthara doesn't actually leave until the player has gone and talked to her, despite flavor text stating otherwise prior.
