As of the latest public build, I can not seem to find Dizzy (Raskalia) on Dhaal despite having done the talk with Bizzy about her mom. Is she still backer only?

Yes, the public build is at 9.003 as far as content goes. That's when Mitch was backer only (where public is at now.)

Have you tried reloading the site?
I've unintentionally did the same until I realize I never reloaded the game to let the changes take effect. Apparently whenever the game updates, you need to reload or otherwise you'll play on an older version.
