Correct me if I am wrong but, would not you be able to run anything html-based in any normal web browser? (Assuming it is posted somewhere) Unless the way the save data was stored was incompatible with mobile, I can not see any major issues occurring. 

Assuming you mean a half-human, half-kui-tan; I imagine this is so that you can't stack a ridiculous amount of race specific perks on a character who only has a few of the race specific body parts. Mechanically its due to the race score.

Because it's the traits that allow you to have the perks. If you mod away your balls, still having 'Nuki Nuts perk would make no sense
