Instinctive (Libido) always seems to be prioritized, even with maxed Aim/Physique. In fact, if Libido is too low (controlled with Chill Pills), I don't seem to get a dream at all.

Almost certainly not. TiTS was always intended to let the player have Psionic powers, but the developers couldn't decide on how to implement them until recently. I don't think there are any lingering could-be-classes ideas.
