Are you sure you're on the latest? There was an unannounced hotfix. For reference, the latest Public is 0.9.119-PUBLIC#5610.

I included links for a reason. One links to the Bug Reports forum, the other to the Firefox iOS crash report. If you're using Firefox on iOS, try using a different browser. Saves won't automatically transfer over, but you should be able to use Save to File to work around that.

Not easily. The game usually crashes when you start messing with item stats. In theory, it might be possible. The game does give a unique description to the Scoped Pistol the Tech Specialist starts with. You'd have to start messing with the Save-To-File JSON directly.
