My Kind Steele is given the side quest to capture and enslave the black and gold slavebreaker on Zheng Shi, which is odd already since it's supposed to only be available to Hard Steeles. And then when I tested to see how far it'd go, it gave me the prompt to talk to Urbolg and I was able to buy the collar off him for 200k credits as normal...but as soon as I tried to capture the snake, the tooltip of course says I'm too nice to use the collar.

That's a pretty massive bug there, so just thought I'd report it here.

personally, I wish there was an alternate route to recruit the slavebreaker without enslaving them.

Hopefully edited it for the next release.

While it does not change the prerequisites, there is at least some more clarity if and when that quest ever appears. So if your character is of a Kind or Mischievous personality, or does not have a penis that produces enough cum quantity, the quest will just note that it is unable to continue. Progress for creating and buying the collar is untouched, but when your character picks up the collar, the scene will also note the prerequisites at the end.

Also note that the collaring does not check for the personality score outright. What it does check for is if your character is of the Hard personality. You don't have to reduce your personality score to get a hard personality. Alternatively, you can lose to a Tarratch slaver on Mhen'ga. If your character is of a Kind personality, they will gain the "Fearless" status effect (Mischievous characters get a 50% chance to get "Fearless" or "Spineless", Hard characters will always get "Spineless"). The "Fearless" status effect will last for 48 hours (2 days)--or wears off if your character undergoes a "sleep heal" event (so after sleeping in a bed or tent)--and while active, your character will be considered as having a Hard personality. So it may be possible to be Hard temporarily to complete the collaring quest, assuming the effect does not expire before then. Hope this helps.
