Shield Defense

Check the "Other" tab in your codex, it's there. It's called "Defense, Shields".
Since I don't have the time to check, I'll do a wild guess and say that it's a part of the armors that give you more shield. Still, there is no such thing you are looking for at the moment. Might come later down the line though.
Usually shield defense and resistances are only affected by the shield's stats themselves and tech specialist perks. And there really are not enough supplementary shield boosts from other stuffs to justify choosing shields based on their various attributes rather then raw shield boost.
Nope. My Steele is wearing an armor that gives more shields but the game says that Shield Defense is 0. Since Defense reduces the HP damage Steele takes, my guess is that Shield Defense reduces Shield damage.
In any case, there are no items or anything that change shields in any way apart from increasing/decreasing them.
But that's the only place such a thing is mentioned and, as @FrankenApple said, there is no item in game with that state. Though, now I wonder why Jacques00 put that non-existent stat in the codex.

One of the Tech Specialist's future perks will grant Shield Defense. Which, as said above, is basically damage reduction (like Armor) for your shields. Other items/abilities could potentially grant them as well, but AFAIK nothing grants it in the current build.
