Are there/have there been any plans for an expansion for Zephyr? She only has two scenes, but she seems to have a lot of potential (and also she's my favorite).

Maybe, but probably not.  Almost nobody ever gets an expansion after their first few weeks in the game.

Or if it's something super interesting, like if there was a psionic NPC added during the beginning of the game and psionic content came out right now, there'd probably be some interest to go back and add more to said NPC.

So, you're saying adding in a quest or dialogue option to have Zephyr live up to those half-hearted promises she makes during sex isn't on the table?

That's what "almost nobody gets an expansion after their first few weeks" means, yes.
