Fun thing that it is not. There are trend to make drawn characters illegal if they are "childlike". Which is definitely absurd, and it makes questionable whole current regulation system.

Age of consent is arbitrary though. It's just a number some authoritative figure decides on when things are acceptably not squicky for him/her. It doesn't anything, and it's certainly not universal.
