Trouble Finding Cowbell

I'm currently trying to do alchemy, and I need cowbells, but I can only seem to get them from bandits, and even then only sometimes; is there another way to get them, or am I stuck searching for a semi-rare encounter?

Have you tried any of the shops in the desert or with the nomads?
